The smart does not require a congestion charge. But I don’t live in the UK so you might want to find out if you have to register it. But the smart’s emissions are too low to reach the congestion charge limit.

I watched Fifth Gear on Dave over the weekend and they had a little 5 minute part on ways round the congestion charge… including an amphibious vehicle, hybrid or a little petrol scooter that you could drive on a car license and folded up to be ‘kept under desk’ as they put it.
